Stage one has its own meta, and then the international stage has another meta. I think both stage and international tournaments even need the same meta.
For example, the best team in the Stage 1 meta could become the worst team in the new international meta.

Meta change should be like below. then it make sense.
Kickoff + Masters 1 - Meta A
Stage 1 + Masters 2 - Meta B
Stage 2 + Champs - Meta C
