in higher elo if an enemy team knows u have outlaw they just time the reload, its pretty easy to exploit and consistent counter

franchising is for competition and tier 2 + tier 3 is for development, the issue is that players who used to be good enough for tier 1 are now in tier 2 looking for liveable salaries (when its meant strictly for development)

riot has an enviornment where only the 12 tier 1 teams plus maybe 5-20 teams in EMEA/APAC/AMER Tier 2 are making liveable wages (which isn't an issue, most are young af and couldnt earn more elsewhere)
