Most East Asians can speak english but just not very good or have heavy accents. Kang Kang's english is probably one of the "better" ones. From my experience (english speaking wise), it goes Chinese > Korea > Taiwan = Japan. Reading and writing is a lot easier for them than speaking for the most part because of how the school systems over there teach english.
