Because of Riot regulation and rules, teams can't just terminate a contract, they would have to either payout the rest of the contract, find a team willing to buy out the contract, or the player would have to breach conduct rules and then the team wouldn't have to pay but riot has to approve it as a valid cause.

So no C9 can't just terminate the contract whenever they want, they would take a big hit financially which they probably can't afford.

The problem with Astra is that she is less viable than Omen on most maps, is more difficult to play than most agents, and needs much more team coordination than Omen does which usually means people will just pick Omen.

Also it doesn't make sense to have omen not be affected by it all but then have some of the weakest and least used agents in the game have all of their util be affected by it.

For some reason Omen is pretty much the only agent that isn't really affected by Veto at all. People were already complaining that the other controllers needed to be buffed because of how dominant Omen is and now Riot does this and basically gave Omen a buff while nerfing every other controller.
