CS level in 2016 to around 2019 has been indeed lacking. But after covid/online era, teams have started playing at amazing level. Tier2 scene developed so much that they're almost equal to tier1 now, the gap that was before doesn't exist anymore.

If EMEA had one league of 12 teams, there would be some amazing top-franchise level contenders. But we have Spanish, French, Nordic, Turkish, Eastern leagues etc., which scatters the best talent.

EMEA T2 scene has 9 leagues, each league has 8-10 teams. You have one league of 12 teams. It's easier for you to stack the talent together, because your player/team amount is way smaller in the first place.
