You're half correct tho, the reason he didn't get picked up is because the perception of him is not good rn, and a year off does not help, if anything it hurts.
The only way he can change that perception is playing, in tier 2.
(And yes the agent thing was a joke, but there's some truth to it, his agent pool is extremely weird and hard to fit in which makes it so that you can't just add him to a team, the team needs to be built taking him into account from the begging)

Well Teams, I think Barsa will eventually figure it out by the time ascension comes around, but as of now Dynasty has been very impressive although they're all well known EMEA tier 2 talents so no surprises. HGE I also really like Flickless and Famsii almost made VCT last year and I think they will both soon make it and Michel is one of the few young upcoming spanish players
Specific players, idk how much knowledge you have about EMEA tier 2 but if I avoid the classic well known names, I absolutely love both of the old Chipi Chapa's boys ZachKappa and Serial, also krejz is insane and a few others
