The issue is availability. You keep your phone close incase people need to call you or message you. Also listening to music is very enticing so youd keep it, gym would be mindnumbingly boring without it.
Furthermore the phone is more and more integrated in your daily life. My public transport ticket for example is digital. Also there is payment made by phone or GPS/google maps services. Its hard to justify not having your phone on you these days.
But the constant proximity is a permanent temptation.
