Yeah that kinda the problem, but the problem will be solved in long term, because chinese team will continue giving their ELO to other region during international event, so in long term the mean of team ELO in China will be really low and even a team that win everything in China will not win that mush ELO, because ELO fo their competitor are low.

Remember in ELO you gain a lot against a team that have a lot of ELO, and you win barely nothing against a team that have really low ELO
