Why is full sense grouped with ascension teams it took Talon’s spot right?

Let's think here for a second:

RIOT kicked Talon and replaced them with FS
Unlike the other teams whose spots are guaranteed/confirmed to be in early (M8), FS got picked quite late
Teams ascending to Tier 1 are confirmed after ascension which also is quite late in the year
Designing skins for partnered orgs takes time

Is there perhaps a possibility that FS are grouped with the ascension teams because their circumstances are similar?
