At this point ill just make it simple
Harbor can literally flex to any of the controller styles. So he deserves play for that reason

He offers one of the most variable ways to smoke, ie you have an infinite amount of options in the way you want to play harbor, either standard, shallow, deep, its all your choice
As a solo player sure he doesn't look good in comparison to omen or clove, but in a team environment with good comms, he is clearly far better than the teams make him out to be
I just want to see him come back at this point we're in the perfect time for it,
