Its already like that, it doesnt matter -

A coach should be allowed to talk during timeouts, to calm the players and set their mind into the game.

Instead of vlr users making 10000 topics how bad this player is 🤓

in sports generally, both coaches talk to their respective teams, no matter who called the time out
the reason for it is so teams think responsibly about their timeout usage

coaches when they dont call the timeout dont usually aay an awful lot anyway, just saying what their adjustments will probably be which is something that the igl will be able to pick up most of the time anyway

Both, consistent with cs and makes the most sense as it allows for counter of the counter the team calling the timeout making it fair and not having to relyy on using only 2 timeouts and your coach is just sitting there till the game ends after you used your 2 timeouts
