harbor buffs (again lol)

the slow on his stun and ult got buffed from 0.66 seconds to 2 seconds and the stun no longer requires line of sight to slow/nearsight

not too huge but makes his new stuff far more consistent and maes the stun a lot more threatening

Good for Mazino.

And once again this does nothing. He lacks utility for a controller. Give him an extra wall or cove or C ability
