1) If those are legal laws, how alfajer and less played in 2022
2) If those are riot rules how we have people in lol playing under 18?

its cuz of the broadcast time in certain regions with said region's laws about when minors can work. I thought it was just Germany for EMEA and val just enforces across board but apparently parts of America too

im pretty sure in 2022 they made the schedule so the 18- players would comply within the laws during riot events

the real answe is that riot said people who played at previous intls who were under 18 would be granndfathered (allowed) in-so Alfajer, Less, Cauanzin, Zekken all allowed in because they made a intl

For the downvoters, ask yourself: Why can a 15-16 year old play for any professional football club in most professional leagues, travel the world every other week for CL games and youth international games. but why cant some 17 year old from Illinois not play a video game once a week on location. 0 reasons, if you think that's a "legal issue" you're wrong.

because didnt have franchise at time, kids are allowed to participate in events, but they cant work daily in leagues

Played leagues in different countries + Could participate in isolate events as it doesn't count as daily work

Can't answer the lol one cause i don't fully know how the league works in there. Is it centralized like val? Does everyone play in the same place? How many teens are on each country?
