What rank and above is considered high-elo? I'm curious because I feel like so many people in diamond currently are boosted. Very frustrating if I am being honest.

yeah I agree, I know because I peeked 102 rr immo 2 but low asf mmr and I know I'm ass. Every time I see a immo 2/3 player in my dm or tdm they are just insane though . a low immo and asc is basically the same and asc players are not high level

People say everything below their own elo is low ELO. Really it doesn't matter, but I'd say anything about Diamond is high ELO, anything below gold ilow ELO, and inbetween is mid ELO.
