does japan even have promising tier 2 players

the best tier 2 players are players that have been playing for years, and whenever they get promoted to tier 1 they just don't do good
for a dying region, are there any decent tier 2 players? like even tho brazil is getting worse, they still have some decent rookies like spike lukxo and sato. but japan tier 2 has no promising new names
