since both Apeks and Gentle Mates will be in this year's ascension (they aren't making champs let's be real) , and one team ascends from the ascension tournament.
So wouldn't that reduce the franchised team from 12 to 11?

It depends on whether M8 can qualify for playoffs or not. The rules state that finishing higher than 9th is a requirement for at least participating in Ascension; otherwise, it's direct relegation.
M8 have comeback now I would honestly be very surprised if they cant scrape at least 9th
If they don't qualify to playoffs- both teams are relegated, with no option to compete in Ascension. Top 2 will ascend directly. M8 haven't been doing too well either, though their chances of not finishing 9-12th is higher, with their recent roster moves.
The team that placed higher in the champs would stay in Tier 1. The other team would participate in Ascension, with chance to go back to Tier 1.
