how i wouldfix franchising issue and Tier 2 for me

The way the partnership and league is right now is structured in a horizontal stacks way (tier 1/tier 2/the rest) so here is what i would do :

i think the only way to do it is to change the franchising from that horizontal stack to a vertical stack with rankings per sub league,
Teams would be partnered with regional TOs such as NA, Brazil, France, DACH, North/East,...
EACH regional TO would have their cup that winning would lead to Valorant Tier 1 tourneys (masters, Kickoff and champ),
if you grind the tournament and regional league you get invited (a la CS2)
the way to get into the regional league would be through premier or invites with a solid case ( in a pre partnership)
partnered teams are here for 2 years and safe from relegation
Classic skins are only here during a Masters or Champions tourney with the teams invited
(make skins or stickers or sprays that we can put on gun skins pls riot that way we could have players signatures too)

Well if it works for them and rito csnt figure out a way, why not use their system

There is just some point that if it was real it would change the history so much like bad team waking up half into the season just wouldn't be enough to qualify then, yes this franchise system from toir is shit but it does give a change equally to all team
