95 percent of the time if a player is repping a foreign flag they are just showing out their ethnic background
for example ban and governor

Chinese american and korean american. prob double citizenship or smth and thats the ethnicity they represent

No, players are allowed to make the flag whatever their ethnicity is. They are both NA players. I agree though it does make things confusing.
