They have 4 lottery bowls, 1 for each seed. they pull a name from seed 1, pull a name from seed 2, 3, 4.
If seed 2 team is the same region as seed 1, that seed 2 team will be in the next group (only 1 team per region, per group)

1st from Region X
2nd from Region Y
3rd from Region Z
Championship points qualifier from region V
