If 2 guys have already locked duelists then the only logical option would be to lock a third duelist
And that will be pheonix? because all the 3rd duelists suck / don't give comms and they mostly pick Pheonix.
No, you want to feed all the ultimate orbs to Skye on Breeze and Phoenix is literally only valuable for his ult.
Even less so on Breeze because by the time he runs up to the enemies on this huge map his ult is over.
Yoru/raze are ok on breeze

Watch the instalock duelist die from afar with cam and laugh like a winner.
Depends on map. If it's not split, breeze or fracture then probably smoke would be good. Don't think you'd find a decent viper that knows smoke line up at that level.
Sova or Skye ideally. If you're uncomfortable on those two then play whatever you're most comfortable on but I would suggest learning those two agents at least if you tend to fill a lot of your games
pick other controller not bad too i guess like astra, i like playing 2 controller on breeze with viper a must. sova skye more ideally though
