The percentage of stupid are similar as any other country but we have too many people on internet, hence seems more.
internet in india went downhill since 2016 when "high speed" internet became free

Until 2016, the cost/GB data used to be higher compared to other countries. Then Reliance introduced Jio. Jio is a network provider. Jio gave internet free for 6months or 1 year (i don't remember exactly). Since the number of smartphone users were relatively high, and Jio being free, it became an instant hit. Even after the free period the cost of data were relatively low compared to other providers in India.
