If short people make up 80% of total population that means they are the majority. You should ask for tall agents, the minorities not the short ones who are the majority.

they actually do have different agent heights.
Neon is the shortest at 5'3" (160cm)
Breach is the tallest at 6'7" (200cm)

All agents have the same height ingame beacuse it would be unfair that certain agents have smaller bodies ans subsequently smaller hitboxes. But "canonically" they all have various heights
