No, it's 10, after first year one team will be ascending from the VRL's to make it 11, with a 2 years contract. The year after that another team will ascend to make it 12, the year after the team that ascended last year will be gone so 2 more will be ascending, that's 13, the year after that the team that got there the second year will be gone and two more will come in, so that's 14. And finally every year from that the 2 teams who's contract expires will go back to VRL and 2 new one will come in, making it a 10 team franchised league and 4 promoted teams by 2027

My hot take is:
(6 NA teams) C9, Optic, TSM, 100T, SEN, FAZE
(2 BR teams) NIP, LOUD
(2 LATAM teams) KRU, INFINITY

I don´t think they'll choose two teams from LAS unless LEV goes to Mexico or some other country from LAN
I doubt FAZE could make it because of the finances, but idk
*Riot won't give less than 6 teams to NA until they understand Valorant is achieving that all regions have real contenders and potential
