Currently EMEA is 3-3, haven't had a single team make it out of groups or go undefeated (all 1-1), and you might have a team not make it out of groups. You can't be S Tier if you don't have a single team dominating.

JP KR is pretty much EA. I think BR isn't that bad either

S: NA, EMEA
A: APAC, LATAM
B: KR, BR, JP
C: OCE
D: IND, MENA

These aren't even to say that S tier is leagues above, I would probably put everything in A and B tier into A tier, and then NA + EMEA into A+ tier. I would put KR higher, but that would be quite copium, because it is a fairly one team region.
