they cant? i mean i dont know why they would, but im pretty sure they can right?
might be wrong but i think they just pause timer and no vote is actually called
hmm idk im comparingi t how ive experienced it with premier and custom but it could def be different who knows
theres no reason for there to be a vote + they move around during timeouts so its just timer paused, also makes it easier for production. I just mean in t2 idk if theres a vote
well yeah logically speaking ur correct but theres no way to tell thats the thing
there is, i was behind lev in london, they move during timeouts and timer is paused. You can also see it occasionally on stream the players moving

tbh i never noticed movement during timouts i js assumed since i never saw movement during tech pauses therres none during timouts
It's just timer paused. An admin controls it and controls when the players are allowed to speak
