neon feels slower but still usable
phoenix is in a great state
some teams still run waylay in niche comps
how does this change before/for champs? changing anything now just feels wrong to me but i feel like rito is gonna screw this up somehow

1 flash 1 kill regen is probably going to be way more cancerous just imagine. flash -> 1 kill -> flash -> 1 kill -> flash -> 1 kill -> flash -> 1 kill
if anything they remove the regen or remove 1 flash realisticallh
