America and Pacific have only 1 slot why does emea have 2

Heretics are auto-qualified for winning last year. So EMEA has 5 teams, China has 3, Americas and Pacific still get 4

TH auto qualify for winning and for some reason that doesn't take away from the emea slots which makes no sense
