I am posting my reply from another post:

Poppin's complaint is 100% valid and he did it before the game too and not just after (public twiiter thread could be an issue).

Even though it's a very small sample size but whenever the data is skewed due to outliers, it's standard to take median rather than mean as a middle value (or you could treat the outlier and then take mean).

Now the rulebook may or may not explicitly states average/mean to be considered but it's a common sense to go for cali server since 9/10 people would get 10 ping.

9 ppl are on 10 thats true, but 1 being on high ping makes the game even harder for c9 + if everyone is on 30-35, its still equal for everybody. nobody has an advantage here.

Yea, that's valid too but it doesn't make poppin's point invalid.
It should be more like a preference agreed by both teams, not just enforced simply on the basis of average which was the case and prolly, why poppin/demon1 were complaining.

p0ppins complaint is completely reasonable here, the expectation is that everybody is in cali for VCT yet they have to play on 40 ping because C9 are too broke to fly out their sub. things like this are only a problem when its stuff like OCE teams playing CN teams to qual etc, subregion vs subregion not when both teams are NA and every single player is LA based
