Thats not true statistically, Its probably a recency biased opinion that came from watching a broken Neon ruling the game this year
zekken Raze in 257 maps: 1.16 rating, 257 ACS, 1.23 KD (his most played agent)
zekken Neon in 69 maps: 1.13 rating, 251 ACS, 1.22 KD
Assuming Neon gets nerfed and double duelist is still a good viable option for most maps, MIBR should be fine in my opinion. My main doubt is if the meta shifts away from double duelist, then zekken would have to prove himself as a flex player or try the controller role again

but stats don't favor neon much, the best neon itw dambi has a lifetime rating of 1.03 on neon and 1.15 on raze; past 30 days, dambi's neon is rated below 1 while phoenix and raze are both 1.09 and 1.02 respectively

that is true. he has a passive play style compared to neons dive and gun style
i think we gotta wait for the nerfs. maybe the nerfs are just good enough to throw her out of the meta but make her decent enough that it's balanced.
