you suggested the orgs should apply earlier right? before they know they've qualified through playoffs? then in the applications, they'd have to lie and say they WILL compete at the masters

they don't have to lie they can just say that they are expected to come for X tournament etc... so they have to get a visa early to make sure they will not miss out on the event
