well for most of the people in this site who plays valorant rank it is great cuz most iron and bronze cant dodge shit
No one plays breach in iron
They literally run 5 duelists or like 5 controllers or some random shit

i honestly think making his flash work like vyse (But still instant activation) would make him giga better (can be placed on surface/floor instead of just through the wall)
he can finally flash through smoke now like other flash agents, like much more flexible at setting duelists/entry
I mean you would need to decease the windup more than anything. Maybe like 1.5x a phoenix flash windup would be good so it isnt easy turnable but also not broken
And maybe you make it so the stun also does like 30 damage and remove after shock and replace with some form of intel ability, not a drone overlap with tejo maybe some sort of recon that gives him psuedo info

i think riot made their point clear that breach is an entry ini and not an info ini. they are very firm in not making clones of agents. also giving an ability as wide as breach signature guaranteed damage is crazy lol its like a lite sova ult
Idk tbh like how do you rework him so he's decent and not completely useless.
Because now tejo basically takes up his real role if anything. And offers better tools for it
