I don't think their goal was to ever make her viable in pro play. They know it's a ranked agent and that's it.

I think riot gave up on making all agents viable in pro play. Reyna is still a really strong pick in ranked so they are nerfing her for that. Same thing they have been doing to clove for a while now. That would be equivalent to buffing viper because she isn't as used in ranked. If you buff reyna to make viable in pro play you would make her broken in comp.
what is this supposed to be, a nerf to combat smurfing? worst ult in the game gets a +1 orb nerf make it make sense
I don't think Reyna is a problem, Waylay is the agent that should be nerfed and will be nerfed in the near future. The dashing ability is way too broken right now.
Personally I think Riot should fix ranked at the highest level. Too many players have abused wintrading in ranked for a long time to the point where barely any #1 radiants weren't abusing the system. Give the game some integrity, man. On top of that is the smurfing issue in the lower ranks. Ranked is just shit.
There's nothing to nerf. If you think Reyna is a problem just delete her or rework her entirely, but nerfing won't ever change anything
Not only is it a +1 orb it also makes it so the overheal while in ult is on a timer which is just dumb.
Don't think neon needs any buff at least for pro play. It's so stupid. Agent that should not have been in a fps game in the first place even if it's valorant.

The ceiling for those who can utilize it is too high
