9060 xt and 9070 xt are actually a pretty good price right now or the 5060 ti 16gb isn't all that bad, but it really depends on your budget.

if i rationalized getting 16gb because of "vram" tax in like 5 years from now, would I still need to upgrade my cpu or am I chilling by upgrading my gpu

I'd say there's no need to upgrade your cpu yet. But I would check your power supply wattage and see if its the recommended spec for the gpu or else you might have to upgrade that.
