Group stage is over all team locked in for quarterfinals
so lets take a look for ranking (for now atleast)

1: EMEA
2: SEA
3: NA,LATAM,BR,KR
4.JP

Emea is top dog, no one out yet and Surprisingly SEA take down some big team
need more show from Latam, Kru did well but its only 1 team (fluke or not lets see)

NA,BR and KR this Tier is really close, any team can beat anyone and not far in terms of teamplay,gunplay and strats
but atleast NA still better than BR and KR who all their team knocked out in group stage

JP no comment better luck next year

BR being above LATAM and KR based on potential is crazy when they haven't done anything in 3 tournaments despite having more slots than them both

Brazil: I see Furia, Vks, VK with close results against NA/EU+ NIP in 2022.
Latam: KRU
Kr: Vision strikers

VK got MW and still couldn't deliver. FURIA took a map off Sentinels but never really looked like they were in control in any of the games they played vs SEN/KRU. Vikings got the easiest path out of any of the teams and couldn't win.
Don't see how any of this overtakes what KR did (Top 4 in Masters 2, VS out to Winners of Masters 3) or LATAM (KRU made it out of groups twice, beat SEN); Brazil never did anything across the three tournaments.
And if you are playing the "potential" card, then while LATAM really is dependant on KRU the Korean roster shuffle next year will produce a bunch of good teams with more orgs joining, so I doubt that NiP going to Brazil overweights it.

Not gonna lie, every region is so close to each other now that it probably isn't accurate at all to use a region tier list.

It's funny how fast SEA, LATAM, and Brazil developed.
