Val changes that we actually need

No more refreshable smokes: 3 smokes
Reyna :
The ultimate should not last the entire round. If the reyna doesn't get a kill within 15 secs the ult is gone.

As a trial introduce agent bans in ranked. We have nearly 30 agents now and there should be no reason why they cannot introduce agent bans. This will actually freshen up ranked as we can stop players from instalocking reyna/clove/etc.

Or like CS have a knife round at the start of the game and the winning team picks the agents first and the other team cannot play the same agents.

You can still use your smokes after you are dead if you have any smokes left. Also brim only have 3 smokes.

Reyna has an op ultimate with unlimited healing and the ability to reposition so we punish instalocking reyna mains.

Do you love playing with instalocking,bottomfragging clove/reyna players in every ranked game. Only once in a bluemoon do you play a game with either no reyna or no clove. I don't remember the last time I played a game with no reyna and clove.

RIOT not gonna do agent bans. Why?

Quickest way to kill the game, appealing to small minority would kill most newcomers who only recently got lv20 to play ranked, playerbase would only get lower and lower instead of grow.
Newcomers that play ranked will get spammed by people banning starting 5 agents, preventing them play ranked with extreme few agents to play (go spend money to unlock agent).

Those are some interesting ideas. Again you should only get 1 ban per team, no agent pick before agent ban. This forces you to actually use comms at the start of the game.
