You can yeah, there are teams such as sin prisa (nongshim red force in apac) who are from premier but their are also people who have never played premier and are in t1.
There are also small area in premier (open -invite) open players are iron/bronze while invite is the best of the radiant and immo players
f1 is full of nepo too, much worst in motorsport tbh. It is rare to see rags to riches there, almost everyone is backed by a big sponsor or familial ties to someone in motorsport example: max verstappen and jos, mick schumacher, carlos sainz, jack doohan, even leclerc whose dad raced in f3 I think and dont forget lance stroll, his dad owns aston martin.

As for vct, players will usually try to make a name for themselves on tier 2 (like NA VCL) and be bought by a tier 1 team, or qualify to an international event called ascencion, and if they win this event the whole team gets promoted to tier 1

junior series like karting to f4 or maybe f3 is your premier league. Challengers league to ascension is like your F2 and then the international leagues like VCT EMEA/AMERICAS/PAC is f1 and you have GC for f1 academy. To earn your spot, well that depends, if we are talking about orgs, riot choose the partner teams based on their own criteria that only them and orgs know and the other 2 teams came from winning ascension league (G2 previously the guard [2023] and 2g [2024] for americas, Gentle M8 [2023] and apeks [2024] for EMEA and NS previously sin prisa [2024] and Boom second place in 2024 to replace Bleed who won in ascension in 2023 but was kicked by riot for not complying with their requirements as well as not paying their players). As for players they get signed for being discovered based on their performance or some are just member of the org since its inception.
you know how f1 has 10 teams every year. vct started off the same, just there are 4 regions so there are 40 teams (10 in each).
these orgs / teams can be replaced if riot reviewed them not good for their game (like how audi will replace / taken over kick sauber's spot next year ig)
the difference is that there will be teams that come up from tier every year so the league consists of 12 teams. these 12 teams will fight regionally to qualify to international events (2 masters and 1 champions every year) to determine who are the best in the world.
as for the players, its more random as you can grind from tier2 and upward (for example skuba now in NRG after playing in tier2), you also can move from other esport title and straight into tier1 vct (for example carpe from T1 was a pro in overwatch), or you can just be a ranked demon in the leaderboards and got scouted by the teams (for example karon and primmie from T1 and Talon)
