You can yeah, there are teams such as sin prisa (nongshim red force in apac) who are from premier but their are also people who have never played premier and are in t1.
There are also small area in premier (open -invite) open players are iron/bronze while invite is the best of the radiant and immo players
It's from premier to "challengers" (vcl/t2) to ascension to vct (champions tour/t1) ( for teams/orgs)
For players is a bit more complicated and much more nepo based but it's around the same
