Less than 3 teams with 2 win minimum in group?

I've been looking at the Pacific groups and while unlikely, what happens if only 1-2 teams in a group meet the minimum requirements of 2 wins. Does the next best team still get to progress or is it the 4th best from the other group? Just curious how this works.

The 4th from the other group makes it through as long as they have 2 wins
