prefers to have their glass of water or prefered beverage slightly wet or moist from the outside?
for example when I fill my glass with water I purposefully pour some on the outside because it feels nice and more refreshing.

Well Poge, I have thought about your question quite the bit. Personally I think it depends on the situation and drink.
If water:
I'm generally okay if it's wet on the outside of the glass/mug/cup/container, but this only applies when I'm having normal still water. I would never purposely waste non-normal still water. Additionally, the same goes for sparkling water. I wouldn't purposely waste sparkling water.
If not water:
I'm not okay with having non-water beverages on the outside of the glass. Most get sticky and is generally unpleasant to deal with.
If cold outside/inside: no
If hot outside/inside: yes

No clue. I'd like to talk to them though because it definitely takes a fair amount of commitment/determination to downvote everything I say. Such loyal friends should never be ignored, and it saddens me how shy they are.
