I dont define it, I let more capable people do it. From what i've read the most common definition is of someone (16y+) being sexually attracted to another person that has not yet developed his/her body (prepubescent teens), usually under the age of 13. Some sources include a 5 year gap between them to describe it as a disease.

On pancc's situation, he talked about having sex and asked for "exclusive" sexual pictures of a 15y girl that he met on twitter, where she was posting those pictures (if i'm not mistaken, twitter is for 18y+).

Personally I think any guy that does that is a douche and a loser that cant go for girls his own age and try to find whatever hes looking for on younger girls, but it is not a crime in Brazil ( age of consent is 14), and I dont think it is pedophilia (which i think is for actual children)

It doesnt under the Diagnostic and Statistical Manual of Mental Disorders (DSM) which is the standard resource of the mental health industry in the United States and is widely used by mental health professionals throughout the world. Nor under the World Health Organization (WHO)'s definition of pedophilia. Also not sure if you are aware of the differences or how well the case was translated,if you read it at all, but soliciting isnt the same as asking.
