latam and brazil are 2 different regions bro and kru/lev at least won 1 match minimum last year through all the LANs, there were teams from emea and NA who couldnt even win 1 like xset on masters 2, guard on masters 1 and fnatic on masters 1 despite of qualifying on "stronger regions"
