CS is harder for new player, especially new fps player. Game like that won't grow that much, there's a study about what would happen if the game has high skill gap between new and old player. The result is that, new player will have a hard time adjusting and most of them ended up quitting.

im immortal 3 at valorant and silver at cs (EX LEM) theyre playing too good at silver because of valorant. Old players just play for fun sometimes and its at silver thats why u suck

Valorant is a team-based first-person tactical hero shooter set in the near future. Players play as one of a set of Agents, characters based on several countries and cultures around the world. In the main game mode, players are assigned to either the attacking or defending team with each team having five players on it. Agents have unique abilities, each requiring charges, as well as a unique ultimate ability that requires charging through kills, deaths, orbs, or objectives. The player will get 5 unlocked agents when they create their account, (Brimstone, Sova, Sage, Phoenix and Jett) and will have to unlock the rest of the agents by activating that agent's contract.

look these bots from SA , most of them played csgo and never could be good even in tier2 cs, in valorant they are "gods"

maybe because not all the skills from valorant/csgo are transferable
