Download on other pc on some exterier storage then take it to your pc and install it

try vpn heard it works sometimes if nothing works do a complete clean reinstall of val and vanguard
use vpn. Proton vpn in japan servers, it may take some time if you internet not too fast. Maybe download most of the part in regular internet and pause then use vpn for the last bit. It worked for me back then.
not even worth updating tbh with all the crashes round 1 and the plant bug that riot still has not fixed
