What exactly does soft lock mean? Will we see all the teams announcing the actual rosters of 2023, or is it more like a just announce anything and completely switch it up till Feb situation

they have to have atleast 6 players contracted and coach, this is so that they have time to get visas for where they will play, since some places can take months. It is soft because they can change anything for the next few months, so they aren't necessarily the rosters playing in 2023

Yes once the soft lock is done they'll mostly only make minor changes like 1 or 2
Exactly that is the main hype because you will get the jest of the teams on 15th
the actual one would be on february, on the 15th is just so that riot can prepare their visas.
