My guess is you have to live outside of Russia, and don't support Russian side on the war. Because CIS region gets really weak without Russian players, you have to sign one if you want to be an CIS powerhouse.

Even further. They won't hire Russian or Belorussian players. Navi won't be CIS team except for potential buyout full FPX roster.

Navi does not want to hire people who live in Russia because they pay taxes and help the economy of the country. Most russian players in esports have relocated to serbia or another nearby country because attending lans is nearly impossible if you live in russia because of visas
