Why don't riot devs make the shields to be additive to the amount of shield you were left from the previous round? I mean, if you end the round with 26 shield you have to spent another 1000 to go to 50, why can't you just by the 500 credit 25 shied to fill up to full?

I've always questioned it.

it sounds good but think of it like this, say the enemy you 1v1 last round beat you, and you only tagged him in the leg since you kinda stink (jk) His eco last round was shit, at maybe a rocky 2600 creds and he only had a frenzy and full shield, but you knocked off 34 hp off his shield, but he just gets back 34 hp back and he has money to buy maybe a vandal or phantom.

i still like the idea, but idk, could but risky

^ Exactly this, this is just a game design aspect not to fuck up the in-game economy to make things more balanced and avoid snowballs. Also IRL you don't just patch the holes of your bulletproof jacket, you take a brand new one, so if a more "realistic" explanation suits you here's one :)
