Brazil has a very restrict and strong vaccine culture. Even if the president says things against it most people take the vaccines cause they are free via public health care.

The president does not have full powers, everything he might try to do has to pass through other layers of the government. Even if he tries to take off the sanitary passport or make the regulaments more flexible, it has to go through a lot of instances. Take that and add the fact that the people itself are pro-vaccine and most people ignores these things.
