I had the same issue and I fixed it when I realised I had switched to a different desktop (windows + tab) If it is open in another desktop that you are currently opening the game on it won't launch.

windows tabbed if you have multiple desktop tabs open it will say so and if you switch to the other desktop and close valorant it worked for me...

buy a new pc and download val on there best available option absolutely no other fixes

Hey Shownu.

First fix: Restart your PC, or update your software to the latest build.
Second fix: Uninstall VALORANT. Reinstall VALORANT.
Third fix: Uninstall VALORANT. Uninstall the Riot Client. Reinstall the Riot Client. Reinstall VALORANT.
Fourth fix: Contact Riot Support and tell them your issue.
