in a sport like football, you have a roster of like 25 people in your main squad, as well as a squad at every level of the youth ladder, it makes sense to have scouts as you likely have hundreds of players at your club at any time
valorant...? Most teams still just have 5 players, atleast 2-3 of who are known quantities, is it worth hiring someone to fill 3 roster spots?
also, coaches generally have a certain archetype of player they want I imagine, which they'd understand better than a scout.
molsi was really not that bad in t1, and he's IGLing now so pretty valuable player.

honestly regardless of allat the fact is GC is way more financially incentivised than Tier 2.
Riot don't give a FUCK about tier 2, while GC atleast gets something, why would a top GC player go to Tier 2 to prove themselves to T1 teams, it doesn't make sense.
