There are so many styles of play in Asia that I think it's extremely difficult to answer the first and second questions.
Xerxia is a great example of this, their style would likely benefit more from an Astra Viper meta. They lost because they couldn't keep up with Optics insane pace using the brimstone and neon.
The last one is easy. It's a clear yes. Compared to previous challengers events, the most recent one was very competitive and most matches had teams that had a good idea of the game they wanted to play with a lot of preparation for executing said plan.
There's more talent and investment this year too, and more eyes on the players as well.

I think APAC may become similar to EMEA, and the regional qualifiers will change to VRLs with a similar format to that of EMEA.
If that happens, the rule will likely be dropped.
It's difficult due to the regional qualifiers' roster requirements. I think it's definitely possible with investment, though.
